**Note: As per the collective agreement, probationary employees will receive 5% less than the regular permanent rate of the classification they are employed in, until the completion of four (4) months continuous service or eighty (80) actual days worked, whichever is the greater. They will then commence receiving the regular permanent rate.

The Role

Assigns, delegates, coordinates, directs, and oversees the performance of traffic signal repairs and maintenance (traffic signal infrastructure and electrical connections), ensuring quality of work and timely performance. Provides technical guidance and expertise, liaising with traffic technicians, traffic engineering, and contractors regarding signal plans and to coordinate and schedule work. Assists management to set annual priorities and schedule. Backs up crews during absences. 

Duties/Responsibilities

  • Reviews daily work programs with supervisor and consults on progress, issues, and for additional requirements/resources. Assists supervisor to plan/schedule annual programs and set priorities. 
  • Coordinates signal repair and installation work (preventive maintenance, emergency, new construction) which includes over 530 intersections, 19km network, 19 stations, and 60 intersections with light rail transit (LRT). Prioritizes, monitors, and distributes work orders and assignments to crews. Independently delegates and balances work crews, determines staffing and material requirements, makes arrangements, and prepares work schedules with input from crews. 
  • Coordinates with traffic engineering, contractors (e.g., rapid transit, rail, transit), utilities, and other departments to coordinate and schedule work requirements for signalized intersections, bus shelters, trails and other infrastructure requiring electrical support.
  • Patrols to monitor work performed by crew and contractors. Troubleshoots issues and works to determine and coordinate solutions. 
  • Assists Transportation Engineering staff to design new and modified intersections. Assesses construction designs to ensure compatibility with field fit and redesigns as necessary and replaces work orders for field fit. 
  • Provides technical expertise and input as part of the design review process for traffic designs and design modifications for intersections. 
  • Maintains documentation related to inspections, equipment, signal conditions and other program requirements (e.g., work permits). Creates and maintains work orders. Maintains digital maps and asset data in work order and GIS systems. Enters, updates/edits, and defines data to ensure field data/records are accurate.  
  • Performs in-field critical repairs on traffic signal equipment, reports to supervisor and recommends changes.
  • Ensures all electrical work complies with current Ontario Electrical Code.
  • Installs and works with 24 VAC, 110 VAC, 240 VAC electrical services and works with up to 750 VDC and emergency backup units (UPS).
  • Operates vehicles, equipment, and uses specialized tools and devices.  
  • Orders and maintains stock materials for operations. Has a p-card and signing authority for stockroom requisitions. Contacts suppliers and manufacturers to purchase tools and equipment.
  • Ensures staff maintain shop area, equipment, vehicles/trucks, hand/power tools, electronic and electrical testing devices in a safe, clean, orderly manner per policies and standards. Performs regular equipment checks and minor repairs, logs items inspected and performs regular preventive maintenance and cleaning. Reports unsafe/damaged equipment to supervisor. Contacts corporate fleet staff to arrange for service/repairs.

Additional Duties/Responsibilities

  • Has frequent contact with police, paramedic services, fire, and transit regarding routine and emergency traffic control matters, investigations, and emergency signal pre-emption. 
  • Discusses locates with utilities staff frequently. Has regular contract with staff in area municipalities to discuss work in progress. Regularly coordinates work with contractors. 
  • Participates to develop quality and service level standards. Researches and assists to develop new equipment specifications and procedures. Analyses the technical merit of new/existing materials and technologies and makes recommendations. Develops and maintains procedures. 
  • Plans and prioritizes own work and crews’ work based on daily work orders, timeframes, and priorities established by management. Uses judgement and experience as authorized by trade/certification to determine methods of performing work and in emergency situations. 
  • Attends meetings and assumes some of the duties of the supervisor in that incumbent’s absence.
  • Backs up crews during peaks and absences.
  • Performs related duties including traffic control and work in other sections as assigned. 

Knowledge, Skills, and Abilities

  • Functional knowledge of the proper operation and use of equipment and tools related to the installation, maintenance, and repair of electric and electronic traffic control devices, and material purchasing processes.
  • Must have Journeyperson status as a Construction and Maintenance Electrician (309A) plus 5 years of experience as an Electrician with Journeyperson status including experience working in traffic signal operations.
  • Must have International Municipal Signal Association (IMSA) Level I and Level II (Traffic Signals) certification (pre-hire).
  • Must have 2 years of leadership experience to plan, organize, direct, and coordinate work of crews. 
  • Knowledge of and ability to comply with policies, procedures, and standards; field and traffic manuals; related by-laws, legislation, and regulations (e.g., traffic and parking by-laws, Ontario Traffic Manual, Electrical Code, Electrical & Utility Safety Association (E&USA) standards, health and safety, Highway Traffic Act, CVOR, Accessibility for Ontarians with Disabilities Act), and on-the-job training requirements.
  • Problem-solving and organization skills to coordinate work and projects to meet timelines and program requirements. 
  • Communication skills to exchange technical information and liaise with other staff and contractors, respond to general inquiries from the public, give directions in construction and emergency situations, and participate as an effective team member.
  • Ability to read, understand, and interpret/apply plans and blueprints for signal design and infrastructure, manuals, documentation, technical trade journal articles, and traffic protection plans. 
  • Ability to complete and maintain vehicle maintenance requirements (e.g., checklists, hours log, reports), purchase requisitions, work orders, locate books, forms, basic written communications, and technical recommendations (e.g., products, work methods). 
  • Computer skills with ability use databases, a work order management system and Microsoft Office. Proficiency using electronic test equipment such as a multi-meter and cable locating device. 
  • The maximum physical weight of the incumbent cannot exceed 250 lbs to ensure the combined weight of incumbent, equipment, and tools does not exceed 350 lbs capacity of the aerial device.
  • Must have a valid Class D driver’s license with Z airbrake endorsement and acceptable driving record upon hire or within probationary period to operate an aerial boom truck and other corporate vehicles.
  • Must demonstrate successful completion of a physical demands test (pre-hire).
  • Ability to work variable hours and shifts, including weekends, evenings, holidays, and nights as assigned. 
  • Ability to participate in a regular on-call rotation to respond to after-hours emergencies and urgent matters, including evenings and weekends.
  • Ability to support and demonstrate the Region’s values.
