Salary Range: $41.39 - $43.57
**Note: As per the collective agreement, probationary employees will receive 5% less than the regular permanent rate of the classification they are employed in, until the completion of four (4) months continuous service or eighty (80) actual days worked, whichever is the greater. They will then commence receiving the regular permanent rate.

The Role
Performs operational/maintenance work to the Region’s water treatment, water distribution, and mechanical equipment (including emergency response to operational and maintenance failures); and operates, repairs, modifies, retrofits, and installs new mechanical equipment, UV equipment, chlorine/process equipment, ozone, control equipment, and systems.
Duties/Responsibilities
- Operates and performs predictive, preventive, and corrective maintenance and installation of new and modified equipment (e.g., well pumps, booster pumps, chemical systems, UV equipment, ozone equipment, filter systems, valves, pump units, motors, fans, valves, compressors, diesel generators, diesel engines, fire pumps). Checks tolerances on parts, aligns pumps and motor shafts, and cleans and inspects equipment. Writes detailed reports on repairs required and performed, and updates work orders, as required.
- Maintains logs and work orders on operating, maintenance, failures, and servicing. Completes work order forms and inventory control cards. Produces test results and activity reports. Maintains up-to-date documentation of maintenance activities, records, manuals, and mechanical drawings for input to the Computerized Maintenance Management System (CMMS).
- Inspects mechanical equipment, treatment/distribution system, and installations; documents required maintenance and upgrades to ensure minimal downtime. Installs new equipment when required to meet regulatory, health & safety, and electrical authority standards. Provides recommendations into the preventive maintenance program (e.g., operating, maintenance, and safety procedures, equipment testing, inspection, frequency, setpoint/control point).
- Participates to service and inspect the Wellesley and North Dumfries water distribution systems.
- Inspects, monitors, adjusts, and starts/stops water treatment/distribution equipment. Opens/closes valves and adjusts disinfection/chemical system.
- Ensures proper functioning and maintenance of chemical and process systems (e.g., chlorine, ammonia, polyaluminium chloride, polymer, sodium bicarbonate, ozone generating and UV equipment).
- Provides detailed recommendations to supervisor on equipment replacement based on maintenance and operational records.
- Performs routine water sampling and chemical testing (including turbidity and bacteriological samples) using portable equipment. Records and submits results for reporting to the Ministry.
- Performs and coordinates major installations, repairs, fabrication, and start-up of mechanical equipment; provides input into needs determination; participates in specification development and scheduling; and notifies Supervisor to initiate the requisition process.
- Ensures work locations (e.g., water treatment plants, pumping stations, well houses, vehicles, control room) are kept clean. Performs general housekeeping duties (e.g., sweeping, removing garbage), as required.
- Participates in the commissioning and optimization of water treatment plants.
- Performs work area traffic control.
- Responds to area municipal questions, complaints/emergency situations (e.g., pressure, flow).
- Performs on-call response to emergencies on water treatment/distribution equipment and chemical/disinfection systems. Notifies appropriate staff of need for major repairs and provides assistance, as required.
- Operates chemical delivery system and receives bulk chemical deliveries, including loading and unloading chemicals at remote locations by special vehicles, as required.
- Performs related duties, as assigned.
Knowledge, Skills, and Abilities
- Knowledge of math, welding, fabrication, mechanical equipment, hydraulics, pneumatics, and electrical, acquired through a 2 year Community College Diploma in Mechanical Engineering; plus Journeyperson status as an Industrial Mechanic (Millwright) (433A); plus 3 years of experience as a licensed Industrial Mechanic (Millwright) with Journeyperson status, including experience on large capacity pumps, motors, and heavy machinery maintenance.
- Must possess a current Class II Water Distribution Certificate and Class II Water Treatment Certificate Ministry or be able to attain within 2 years; and a Transportation of Dangerous Goods Certificate and Backflow Prevention Certificate. Attends 50 hours of training annually, per regulations.
- Knowledge of First Aid, Anhydrous Ammonia, Gas Chlorination, Confined Space Entry, Workplace Hazardous Material Information System (WHMIS), Ontario Hydro safety code, Ontario Drinking Water Protection Regulation, Safe Drinking Water Act, Reg. 165/04, related safety procedures and regulations, Occupational Health and Safety Act, and related Regional policies/procedures.
- Ability to use mechanical test equipment and work from schematic and layout drawings. Ability to fabricate or repair water distribution mechanical equipment using various metal fabricating tools (e.g., arc welders, mig welders, oxyacetylene, brazers, plasma cutters, solderers, aluminum welders), and understand and/or operate components of ozone and UV systems, and dismantle, measure, and repair machine parts.
- Communication skills to exchange information, receive and understand instructions, communicate technical information with co-workers and senior staff; equipment locations to utility companies; participate in technical PID drawings/operation review meetings; and participate as an effective team member.
- Ability to read and interpret blueprints and other technical drawings/information. Ability to complete and update work orders/inventory requisitions and write/maintain mechanical status reports and precise daily logs on water equipment.
- Computer skills with ability to use Microsoft Outlook, SCADA, and CMMS. Ability to use mobile tablets and laboratory equipment (e.g., chlorine, turbidimeters) for analysis of water quality, and precision tools (e.g., power tools).
- Must possess a valid Class G driver's licence (or G2 with 3 years of driving experience) and acceptable driving record to operate Regional vehicles. Ability to attain forklift certification (can be post-hire). Ability to travel to remote locations within/outside Waterloo Region.
- Participates in a rotating stand-by/on-call system (about every fifth week). Works shifts, as required.
