The Role

Supports human resources information management initiatives by developing reporting solutions, administering and configuring SAP SuccessFactors and HCM modules, interfaces with internal and external systems, upgrades, optimization projects, developing training materials, tools, and end-user documentation.  The Region of Waterloo is recruiting an experienced professional to administer and optimize SAP SuccessFactors and HCM modules, ensure data integrity, and develop reports, dashboards, and analytics that support strategic decision-making. The role also involves system upgrades, configuration, and managing interfaces with internal and external systems.  This position is Hybrid with two days in the office per week.

 

Key Responsibilities:

  • Configure, upgrade, and optimize SAP SuccessFactors & HCM modules.
  • Develop reports, dashboards, and business intelligence tools for HR data analysis.
  • Administer data security, access, and compliance with regulations and agreements.
  • Support data migration, mass updates, and interfaces with legacy and third-party systems (e.g., WFC-UKG).
  • Collaborate with technical consultants, Subject Matter Experts from HR Business areas (including payroll), and vendors on system design, configuration, and enhancements.
  • Create and maintain reporting standards, templates, and documentation.
  • Provide training, guidance, and technical support to end-users.
  • Participate in large-scale HR/IT projects, change management, and process improvement initiatives.

Duties/Responsibilities

  • Works with SAP technical/functional consultants, HR subject matter experts, and other system team members to develop project artifacts and deliverables including architecture, design, configuration, specification, test, and sustainment materials.
  • Reviews systems and software updates with consultants and subject matter experts to determine opportunities, impacts, and change requirements for current and future applications.
  • Designs and implements SAP HCM regular upgrades and optimization projects. Establishes testing strategies, work plans, test templates, and test scripts. 
  • Administers and supports all versions and instances of SAP SucessFactors and HCM. Ensures the security of HR data.
  • Maintains communications with SAP to stay current on the latest upgrades and changes.
  • Works on loading, extracting, developing, and creating reports, enhancements, and interfaces using database management tools and related technologies. 
  • Supports large-scale projects from a data requirements perspective.
  • Creates and implements processes the business can use for mass data updates.
  • Implements service requests in compliance with change management processes.
  • Assists in implementing new systems and applications that connect with departmental systems. 
  • Plans, develops, and implements project communication plans to support initiatives. Analyzes resource requirements (e.g., software tools, programming, outsourcing, IT physical/ financial resources), and consults with Manager as needed.
  • Loads current/historical data for employee master data, time data, benefits data, dependent data, payroll data, and tax data infotypes from legacy systems (Oracle-based).
  • Designs, develops and deploys business analytics HR dashboards using business intelligence interactive data visualization software. Creates roles, provides access to the dashboard, and reports to the senior leadership team to assist with strategic business decisions. Connects different data sources, including importing data and transforming data for business intelligence. Completes complex data analysis and delivers presentations to the corporate leadership team and senior leadership team.
  • Develops complex database queries, views, procedures, and functions for robust, customized, standard, and ad-hoc reports to support problems and situations. Enhances and edits standard reports. Maintains and validates database views and objects to increase the performance of reports and queries. Develops and maintains strategy for creating reporting standards and templates and organizing reports to avoid duplication and ensure data consistency. Maintains security and access settings for enterprise-level reporting.
  • Designs quality assurance reports and performs analysis to collaborate on developing quality data standards. Assists in developing solutions to automate processes. Plans and organizes activities and tasks of project teams. Acts as systems contact with ITS and Finance on related matters. Conducts and participates in HR/ITS projects as required.
  • Provides system administrator and technical support for various applications. Provides training and technical guidance to users, ensuring consistency of data entry/integrity and compliance with legislation, collective agreements, and procedures. Provides system upgrade/enhancement training to users, as required.

Additional Duties/Responsibilities

  • Assists in administering the time and attendance management systems (WFC-UKG), including configuring access profiles. Develops customized reports. Assists in supporting and troubleshooting the interface between SAP-HCM/Payroll and WFC-UKG.
  • Designs, plans, and develops procedures and processes to identify and collect key departmental data, create benchmarking reports, and graphs. Consults HR management to review and discuss reports, and designs, prepares, and provides benchmarking information to external organizations (e.g., Municipal Benchmarking Network (MBN), Transit Association (CUTA), National Water, Statistics Canada, Sun Life).
  • Assists in negotiating product configuration and organizational needs with subject matter experts and vendors. 
  • Manages / assists to manage product configuration requests, change management, conflict resolution, and risk mitigation.
  • Assists in maintaining configuration workbooks to meet legal, regulatory, and business requirements and participates in workflow improvement projects.
  • Performs related duties as required.

Knowledge, Skills, and Abilities

  • Knowledge and skills are normally acquired through a bachelor’s degree in computer science, certifications in relevant SAP modules, plus progressively responsible experience in computer-based human resources information systems, including SAP HCM functional/technical experience.
  • Extensive working knowledge of SAP HXM modules (e.g. Employee Central, RCM/ONB, Payroll/time and attendance, Benefits, learning management, PMGM, incident management, grievances/discipline management), and experience with integration between SAP modules and other systems.
  • Knowledge and skill in testing (unit, parallel, UAT) HCM modules. 
  • Experience working in municipal or public sector workplaces, including varied and unionized operations.  
  • Experience working with SAP technical/functional consultants, and subject matter experts to develop project artifacts and deliverables (architecture, design, configuration, specification, test, sustainment materials).
  • Knowledge of and ability to comply with policies, procedures, related regulations and legislation (e.g., payroll, compensation, employment standards, income tax, OMERS pension plan), collective agreements, and financial and information systems functions and business practices.
  • Proficiency in programming languages such as Java, Phyton, C#, Visual Basic, JavaScript, and XML to support applications. 
  • Proficiency using reporting, programming, and development tools such as Crystal Reports, Power BI, Visual Studio Reporting Services (RDL), and SQL to query complex relational databases (e.g.,  ORACLE, SQL*Plus, PL/SQL).
  • Analytical, time management, organization, continuous improvement, and problem-solving skills to identify trends, develop recommendations, manage projects, adapt to changing priorities, balance time-sensitive requests, and work with others to develop realistic, innovative solutions.
  • Human relations, communication, facilitation, and presentation skills to obtain technical assistance and information from vendors, relate effectively and instruct staff with a range of computer skills and automation needs, and participate as an effective team member. 
  • Ability to translate stakeholder requirements into documentation deliverables such as functional specifications, use cases, and workflow/process diagrams.
  • Ability to analyze business processes and systems, identify inefficiencies and/or required functional enhancements, and document business processes and procedures.
  • Ability to redesign business processes and maintain system integrity.

  • Ability to read and understand publications, reports, journals, software documentation, hardware manuals, system designs and development language documents, correspondence, technical specifications, and programming languages. 
  • Ability to work independently with limited supervision.
  • Ability to write clear, concise training materials, policies, procedures, reports, flowcharts, graphs, e-tutorials, and correspondence to departments and agencies. 
  • Ability to participate in an official standby/on-call rotation to respond to legislated or time sensitive demands beyond regularly scheduled work hours.
