The Role
Provides strategic and technical leadership for Human Resources technology solutions, with a focus on workforce management systems, reporting, analytics, and related business processes. Responsible for the administration, configuration, optimization, integration, security, and support of Workforce Management/Time and Attendance systems (UKG/Kronos), SAP Payroll, SAP SuccessFactors – Employee Central, and other HR technology platforms. Acts as the primary technical advisor and subject matter expert for workforce management technology solutions including the relationship with related HR system modules and processes impacting employee data and pay. Leads system enhancement initiatives, business process improvements, data governance, reporting and analytics programs, and technology projects that support Human Resources, including Payroll, Labour Relations, Benefits, and operational departments.
Duties/Responsibilities
Workforce Management and Time & Attendance Systems:
- Leads administration and configuration of workforce management and scheduling systems, including pay rules, work rules, accruals, attendance programs, scheduling templates, profiles, and organizational structures.
- Supports scheduling, attendance management, workforce planning, labour allocation, and leave management processes.
- Develops and maintains integrations between workforce management systems and enterprise applications.
- Provides technical support and guidance related to labour relations requirements, collective agreements, pay policies, scheduling rules, and attendance management processes.
- Supports implementation of negotiated settlements, workforce changes, and labour-related system modifications.
HR Technology Strategy and Systems Administration:
- Administers, supports, configures, and optimizes SAP SuccessFactors, SAP HCM, Workforce Management/Time and Attendance systems (UKG/Kronos), payroll systems, learning management systems, applicant tracking systems, performance management systems, and related HR technology applications.
- Serves as the senior subject matter expert for HR technology platforms and workforce management solutions.
- Evaluates system upgrades, releases, and enhancements to determine organizational impacts, opportunities, risks, and implementation requirements.
- Leads and coordinates application upgrades, testing activities, deployments, optimization initiatives, and system rollouts.
- Maintains system security, user access controls, data integrity standards, and compliance with organizational policies and legislative requirements.
- Acts as primary liaison with software vendors, consultants, Information Technology Services, Payroll, Finance, Labour Relations, and business stakeholders.
Business Analysis and Process Improvement:
- Partners with stakeholders to identify, analyze, document, and prioritize business requirements.
- Leads the development of business cases, technical specifications, functional designs, process maps, data flow diagrams, testing plans, and implementation documentation.
- Analyzes current business processes and system functionality to identify opportunities for automation, efficiency improvements, and service enhancements.
- Designs and implements solutions that align technology capabilities with business objectives.
- Supports collective agreement implementation, policy changes, organizational restructuring, and workforce planning initiatives through system design and configuration.
Systems Integration and Data Management:
- Designs, develops, supports, and maintains interfaces between HR systems and internal or external applications.
- Supports data conversion, migration, extraction, transformation, and loading activities for implementation and upgrade projects.
- Creates and maintains processes for mass data updates and data governance activities.
- Ensures accuracy, integrity, consistency, and security of employee, payroll, benefits, attendance, organizational, and workforce data.
- Supports enterprise integration initiatives involving HR, Payroll, WFM, Finance, and operational systems.
Additional Duties/Responsibilities
Reporting, Analytics, and Business Intelligence:
- Designs, develops, and maintains enterprise reporting solutions, dashboards, scorecards, and analytics tools.
- Creates business intelligence dashboards and interactive visualizations using tools such as Power BI and related technologies.
- Develops customized, standard, and ad hoc reports to support operational, tactical, and strategic decision-making.
- Creates complex database queries, views, procedures, and functions to support reporting and analytics requirements.
- Establishes reporting standards, governance frameworks, templates, and data quality controls.
- Conducts workforce analytics, trend analysis, predictive analytics, benchmarking, and organizational reporting.
- Prepares and presents analytical findings and recommendations to senior leadership.
Project Leadership and Change Management:
- Leads or participates in HR technology projects and cross-functional initiatives.
- Develops project plans, communication strategies, testing methodologies, implementation schedules, and resource requirements.
- Coordinates project activities with internal stakeholders, consultants, vendors, and technical teams.
- Identifies and mitigates risks, resolves issues, and manages competing priorities.
- Supports organizational change management and user adoption initiatives.
Training, Support, and Documentation:
- Provides technical leadership, guidance, and support to users, administrators, managers, and system super-users.
- Develops and delivers training programs, user guides, procedures, standards, and documentation.
- Provides troubleshooting and resolution of system, process, and integration issues.
- Supports ongoing knowledge transfer and continuous improvement activities.
- Maintains system documentation, configuration workbooks, and operational procedures.
Governance and Compliance:
- Ensures compliance with applicable legislation, collective agreements, organizational policies, and data privacy requirements.
- Develops quality assurance processes and data validation procedures.
- Maintains audit controls, security protocols, and reporting governance standards.
- Supports internal and external reporting obligations and benchmarking initiatives.
Other Duties:

Knowledge, Skills, and Abilities
- Knowledge and skills are normally acquired through a bachelor’s degree in a related field such as but not limited to Computer Science, Information Technology, Human Resources Information Systems, Business Systems, as well as SAP SuccessFactors and/or SAP HCM certification.
- Extensive knowledge of Workforce Management/Time and Attendance systems such as UKG/Kronos (WFC & UKG-Pro).
- Progressively responsible experience supporting enterprise workforce management, HR technology, payroll, and reporting systems for public sector organizations with varied lines of business, including unionized environments and 24/7 operations.
- Experience leading system implementations, upgrades, integrations, and optimization initiatives.
- Experience with system integrations, APIs, middleware, and enterprise applications.
- Experience managing multiple projects and competing priorities.
- Extensive knowledge of SAP SuccessFactors modules including Employee Central, Payroll, and other core modules in relationship to Workforce Management workflows and processes.
- Knowledge of HR, Payroll, Benefits, Attendance Management, Labour Relations, Workforce Planning, and Learning Management processes.
- Extensive knowledge of database technologies and reporting tools including SQL, Oracle, Crystal Reports, Power BI, Reporting Services, and business intelligence platforms.
- Working knowledge of programming and scripting languages such as SQL, JavaScript, XML, C#, Python, and related technologies.
- Analytical, problem-solving, organizational, and project management skills.
- Ability to translate business requirements into technical solutions.
