Salary Range: $36.46**
**Note: As per the collective agreement, probationary employees will receive 5% less than the regular permanent rate of the classification they are employed in, until the completion of four (4) months continuous service or eighty (80) actual days worked, whichever is the greater. They will then commence receiving the regular permanent rate.

The Role
Assigns, delegates, coordinates, and oversees work of pavement marking crews in spring, summer, and fall, and roads winter maintenance crews in fall and winter, ensuring quality of work and timely performance. Provides technical guidance to crews regarding procedures, equipment, and products. Assists management to set annual priorities and schedule. Backs up crews during peaks and absences.
Duties/Responsibilities
- Reviews daily work programs with supervisor and provides updates regarding progress. Assists supervisor to plan and schedule annual programs and set priorities. Under supervisor’s direction, determines overtime per rotation schedule and advises if additional resources are needed.
- In spring, summer, and fall, works as a lead hand in pavement markings. In fall and winter, works as a lead hand in roads maintenance. In either case, performs work of pavement marking and roads/plowing crews approximately 50% of the time, as backup for absences, peaks, and breaks.
- Coordinates day-to-day pavement marking and road winter maintenance work. Prioritizes, monitors, and distributes work orders/assignments to crews. Determines staffing and material requirements, makes arrangements, and prepares work schedules with input from crews. Coordinates borrowing of equipment and staff from other sections, as required.
- Operates vehicles and equipment (e.g., plow truck, centreline and zone painting trucks, loaders), and ancillary equipment.
- Performs general roads maintenance activities (e.g., hot/cold patching) and snow/ice control activities, including winter drainage and snow fencing. Uses hand and power tools, and oxygen-acetylene torches to cut metal components on culverts, storm sewers, and plows. Installs and removes equipment (e.g., blades, harnesses, spreaders).
- Organizes and sets up own work, including site and equipment clean-up, circle checks, traffic protection plans, and grease and fluid top-ups. Maintains corporate vehicles in proper, safe, and good working condition, troubleshoots malfunctions, and performs minor repairs and parts replacement. Informs supervisor or fleet management regarding equipment issues and service/repair requirements.
- Patrols to monitor work performed by staff and contractors, inspect and update inventory/state of pavement markings in database, and identify and coordinate work requirements to resolve hazards and immediate roads maintenance needs.
- Participates to develop quality and service level standards. Researches and assists to develop new equipment specifications.
- Orders stock materials for day-to-day operations. Informs supervisor of non-standard equipment and material needs. Holds a p-card and has signing authority for stockroom requisitions. Contacts suppliers and manufacturers to purchase tools and equipment.
- Maintains documentation related to inspections, equipment, and road/pavement conditions.
- Assists transportation engineering technicians to modify designs and layouts for new/modified pavement markings. Identifies and recommends changes to drawings based on field fit.
- Liaises with area municipalities, contractors, and other staff (e.g., traffic signals, sign maintenance, area supervisors, design and construction, traffic engineering) to discuss work in progress, schedules, and coordinate projects. Has contact with administration staff to follow up on missing/inaccurate information in invoices and work orders. Has contact with Police and Fire officials regarding emergency situations.
- Ensures staff maintain shop area, equipment, vehicles/trucks, hand/power tools, in a safe, clean, and orderly manner, per policies and standards. Reports unsafe/damaged equipment to supervisor immediately.
- Performs related duties, including duties in other divisional work units, as assigned.
Knowledge, Skills, and Abilities
- Knowledge of equipment and tools used in pavement marking (e.g., pressure vessels, compressed air systems with diesel engines, spray paint equipment, paint heating systems, electronic skip controls); snow plowing and ice control; roadway geometry; and materials purchasing, acquired through a Grade 12 education plus 3 years of related experience.
- Leadership and human relations skills to plan, organize, direct, and coordinate work of crews, acquired through 2 years of related experience.
- Knowledge of and ability to comply with policies, procedures, standards, and related legislation (e.g., field and traffic manuals, traffic and parking by-laws, health and safety, Highway Traffic Act, transportation of dangerous goods, regulations and procedures for painting lines at the airport). Ability to keep knowledge current through on-the-job training.
- Communication skills to exchange information and liaise with other departmental staff and contractors to coordinate work, and participate as an effective team member.
- Ability to read and understand plans and blueprints for pavement markings and traffic control, work orders, correspondence, equipment and operating manuals, health and safety notices, and documentation related to materials and substances.
- Ability to complete and maintain vehicle maintenance checklists, forms and records (e.g., CVOR reports, daily activity sheets, purchase requisitions, work orders, logs), and correspondence.
- Must have a valid Class D drivers licence with Z endorsement and acceptable driving record to operate corporate equipment.
- Computer skills with ability to use software such as Microsoft Office (including Outlook and Excel) and an asset management system. Ability to enter field data, work orders, and time and resource information to mobile technology. Ability to program and operate computerized equipment on trucks.
- Ability to work variable shifts, including evenings and nights, as assigned.
