The Role

Provides support to the airport management team by maintaining programs that ensure the ongoing regulatory compliance (certification) of the Airport. Provides advice to staff, air carriers, tenants, federal agencies, and vendors on safety, security, and environmental matters.

Duties/Responsibilities

  • Monitors programs that ensure regulatory compliance and the safety and security of operational areas. Maintains operational plans that align with strategy. Reviews and assesses impact of federal, provincial, regional, and municipal regulations, amendments, and advisories, and makes recommendations for policy/procedure revisions. Develops responses to Transport Canada concerns as directed and acts as airport representative regarding program compliance.
  • Monitors integrated operational systems, including data collection, analysis and reporting. Assists with the Airport’s safety management system quality assurance program, security plan/programs, and environmental plans. Tests and inspects security systems and protocols to ensure continuous system integrity. Assists with internal audits of operational programs, plans, processes, and procedures as required.
  • Evaluates tenant and air carrier compliance with safety, security, and environmental rules/regulations as applicable. Provides assistance, information, and advice in the development of their security systems as required. Coordinates audits of tenants, where applicable, to ensure compliance with Canadian aviation safety and security regulations and other applicable regulatory requirements.
  • Reviews and comments on design and construction plans from a compliance perspective and collaborates with other staff on revisions. Assesses plans for security system installation, repair, and maintenance.
  • Participates to ensure compliance with federal and corporate health and safety requirements, including tracking and monitoring statistics and trends. Participates on related committees and provides input into safety, security, and environmental policies. 
  • Assists in the maintenance of the existing airport security management program, and the development, implementation, and maintenance of an airport security management system per regulatory requirements. 
  • Assists with the development and delivery of training related to Canadian aviation regulations, Canadian aviation security regulations, and other applicable regulatory programs.
  • Under direction of the Supervisor, assists with the maintenance and revision the airport operations manual and related plans, documentation, and manuals required by Transport Canada.
  • Coordinates environmental programs, glycol reporting, storm water monitoring, and ensures compliance with operational and regulatory guidelines.
  • Coordinates noise management, including complaint/inquiry intake, recording, investigation, and response. Monitors and deploys systems as required. Reports and implements airport noise management program initiatives.
  • Assumes a role during an airport emergency when the airport emergency operations center (EOC) is activated (within normal working hours; may be requested outside of normal working hours).
  • Performs duties outlined in the Emergency Procedures Manual as directed during emergency situations, including scribe functions for declared emergencies (within normal working hours; may be requested outside of normal working hours). 
  • Liaises with federal staff/agencies and law enforcement, intelligence, and inspection agencies when required. 
  • Plans and prioritizes work within program requirements established by management. Works independently with final input and review from management.
  • Keeps team and external agencies/individuals informed of progress, changes/updates to policies, plans, processes and procedures obtaining approvals as required. Refers non-standard issues to management. 
  • Assists as needed with events and tours.
  • Performs related duties as required.

Knowledge, Skills, and Abilities

  • Knowledge and skills are acquired through a 3 year post-secondary education in aviation or related field plus 2 years of experience, or alternatively through 3 years related experience in airport operations, administration, or compliance plus a 2 year college diploma. 
  • Knowledge of airport operations and management principles, practices, procedures, and techniques, including aerodrome operations, airline and air traffic operations, and terminal operations. 
  • Knowledge of airport certification requirements (e.g., CARS, TP312, Canada Labour Code), airport safety management systems, aviation security, and emergency planning. 
  • Understanding of flight schedules, aircraft types, and airline identifiers, with ability to read, understand, and interpret aviation terminology. 
  • Knowledge of and ability to comply with policies, procedures and related legislation.
  • Analytical, organization, and problem-solving skills to analyze, interpret, and apply legislation, policies, and procedures; research best practices; plan, prioritize, and organize own work; and meet deadlines. 
  • Communication skills with ability to establish and maintain effective working relationships with co-workers and tenants; respond with professional courtesy to stakeholders (e.g., agencies, businesses, customers); conduct presentations to staff, the public, external agencies, and other interest groups; and participate as an effective team member. 
  • Ability to read and interpret policies, procedures, reports, articles, legislation, specifications, and standards. Ability to proofread correspondence, minutes, and legal/financial documents. Ability to prepare letters and reports for management, council, economic developers, other levels of government, visitors, lawyers, tenants, vendors, auditors, and staff. 
  • Ability to write instructions, manuals, reports, specifications, contracts, agreements, legal documents, licenses, and other correspondence involving precise technical terminology.
  • Ability to write technical reports, operational procedures, directives, bulletins, regulatory applications and submissions, and notices. 
  • Computer skills with ability to use software such as Microsoft Office, and specialized software.
  • Must attain and hold a Restricted Area Identification Card (RAIC) to meet federal security requirements within probationary period and/or as a condition of employment.
  • Must obtain a valid Restricted Radio Telephone Operators Certificate within 10 business days of employment. Ability to use a two-way radio.
  • Must hold an Airport Vehicle Operators Permit (AVOP) or attain within 10 days of employment. 
  • Must hold a valid class G driver’s license (or G2 with 3 years of driving experience) and satisfactory driving record to operate corporate vehicles.
  • Ability to travel within and occasionally outside Waterloo Region.
  • Ability to alter hours for special events or operational needs; and may be requested to work weekends for same or to provide support in the case of an emergency.
