Long Description

Summary

To direct the general operation, administration and sworn and civilian staff of the Information Technology Branch: the analysis of current and future IT requirements, strategic direction and day-to-day operations of the IT Branch; prioritizing needs; researching available options; recommending solutions, and managing the implementation of these solutions. The Director of Information Technology is responsible for the strategic planning, management, and execution of information technology initiatives. The Director remains current in IT best practices and incorporates such practices into the IT Branch. By leveraging innovative and cost-effective technology, empowering members to sustainably offer state-of the art policing systems that meet modern demands

 

You Will:

  • The incumbent works toward broad organizational objectives, making decisions at a director level. 
  • Develops and implements strategic plans and applications for the IT systems that will meet the current and future needs in coordination with the ESCO Shared Services Director. 
  • Ensures the continuous supporting, monitoring, maintenance and upgrade of existing equipment to minimize down-time.
  • Prepares annual reports on WRPS information technology operations.
  • Ensures the security and integrity of all IT systems, implementing cybersecurity measures to protect sensitive law enforcement data.
  • Serves as project manager on specific information technology projects 
  • Manages within project's scope, schedule and budget.
  • Prepares, controls and monitors the Information Technology Branch budget
  • Identifies staff training requirements.
  • Ensures adequate staffing to meet current and future service needs. 
  • Establishes performance standards and conducts regular performance evaluations.
  • Liaises with and maintains relationship with the Region of Waterloo's Information Technology Branch for the purpose of sharing services, HXM.
  • Liaises with and maintains relationships with ESCO Shared Services Director and members.
  • Performs other related duties as assigned.

You Have:

  • Comprehensive knowledge of LAN, WAN, servers and  technologies used in law enforcement
  • Knowledge of VB, C+, HTML, Windows, Microsoft Project, ORACLE Si, SQL, XML, ERWIN, ACCESS, GIS Mapping, Database Administration, RMS, ERPs, HRIS, Financial Information Systems, Learning Management Systems, Talent Management Systems, Web management, IT infrastructures, network architectures, data management, Telephone infrastructure, VOIP Infrastructure, CPIC, CPIC MQ, Firewall and Technical Security Systems, cybersecurity, PKI, Entrust and mail routing protocol
  • Bachelor's degree plus related experience. Master’s degree is preferred.
  • Microsoft Certified Systems Engineer (MCSE) is an asset.
  • Experience with cybersecurity and data protection practices.
  • Minimum of eight (8) to ten (10) years of experience in IT, including supervisory experience 
  • Minimum 3 years of experience at a senior management level is required.
  • Resource management and budgeting skills required
  • Knowledge of police computer networks and systems and current policing practices an asset

You Are:

  • Able to read and comprehend technical manuals, updates, bulletins, periodicals and magazines to keep abreast of and communicate to others current technology and trends.
  • Able to prepare project charts and work schedules. Ability to write user and technical documentation and reports, and experience with training users and staff.
  • Able to prepare/present training courses, information seminars, system documentation and user manuals.
  • Ability to prepare and present reports to Police Service Board meetings.
  • Able to give presentations, speeches and demonstrations internally and externally, communicating information to a variety of audiences.
  • Able to verbally respond to technical inquiries. Effective interpersonal and communication skills required to discuss problems and solutions with both technical and non-technical personnel. Policy administration experience required.
  • Able to obtain A valid Class "G" driver's license with fewer than six demerit points is required in order to operate a Police Services vehicle. Ability to travel within and outside of the region.
  • Able to maintain strict confidentiality of sensitive matters and pass enhanced security clearance requirements.
  • Able to work independently or to participate as an effective team leader or member and support and project values compatible with the organization.
  • Ableo participate as an effective team member. Must have an understanding of the WRPS Strategic Business Plan, mission, vision and values.
