Human Resources Business Partner (Talent Acquisiton)
Summary
The Human Resources Business Partner (Talent Acquisition) collaborates with hiring managers to understand talent requirements, provide advice and recommend innovative talent acquisition approaches. The position oversees the talent acquisition activities by delivering outstanding end-to-end recruitment services, driving the full-cycle recruitment process.
You Will:
• Coordinates and performs the full lifecycle recruitment process for internal and external positions, including initiating the intake meeting with the hiring manager, posting jobs, candidate sourcing, screening applications, candidate submission, conducting references checks, and extending offers to candidates and onboarding.
• Conducts active and passive sourcing utilizing a range of talent sourcing channels, including social media platforms and professional networks (e.g. LinkedIn, Indeed, Twitter, etc.), learning initiatives (e.g. co-operative education programs), hiring events, post-secondary recruitment initiatives and community partnerships.
• Identifies and implements sourcing strategies for both passive and active talent. Builds applicant sources and attracts candidates by creatively conducting research and/or utilizing a multitude of resources to develop an ongoing and diverse active and passive talent pipeline.
• Ensures best practices are applied and embedded within recruitment processes and initiatives to attract qualified, diverse and talented candidates and increase the overall attraction to the Service.
• Partners with the hiring Manager to establish recruiting requirements and develop effective sourcing strategies. Provides support, advice and recommendations to the hiring managers to ensure the recruitment process translates effectively into the business needs.
• Assists the hiring manager to design and perform the selection process drafts knowledge/skill-based testing and interview questions and administers the interview process. Provides advice, guidance and training to hiring managers throughout the selection process, including criteria to be used for selection, interview techniques, and areas of priority and focus.
• Creates an agile and responsive approach to enhance the candidate’s and hiring manager’s experience throughout the recruitment process.
• Conducts background checks for candidates, including employment references, character references, credit checks and other relevant system checks. Forwards completed file to the Manager, Talent Acquisition for final review and approval for conditional offer of employment.
• Makes verbal job offers to successful candidates and notifies unsuccessful applicants.
• Responsible for the effective onboarding experience of new hires; leads and implements the new employee orientation program (NEO).
• Fosters positive relationships with various post-secondary education institutions and other external partners to identify and build a diverse talent pipeline to respond to the Waterloo Regional Police Service (WRPS) recruitment needs.
• Attends recruitment events and presents information related to recruitment when required, in accordance to the recruitment outreach strategy.
• Develops and leads innovative outreach strategy and sourcing events to drive awareness of career opportunities at WRPS.
• Executes the internal sworn transfer process and internal civilian recruitment processes; conducts information sessions for internal candidates, gathers supervisor recommendations and performs other related duties.
• Proactively assesses attrition, recruitment, and market trends; analyzes metrics to drive continued process and quality improvement.
• Develops communications and content, including recruitment update reports and PowerPoint presentations for internal and external stakeholders as required.
• Maintains a tracking system for temporary employee lists and job postings, and competition records.
• Assists other Human Resource Business Partners (Talent Acquisition) with recruitment projects as needed.
• Performs other related duties as assigned.
You Have:
• Knowledge of the labour market landscape, recruitment and selection, active sourcing, testing and interviewing methodologies, organizational effectiveness, labour relations, and human resources
(HR) policies.
• Successful completion of a university degree in Human Resources, Business Administration (with HR accreditation) or equivalent is required.
• Minimum of four (4) years’ of job experience working in a Recruitment or Talent Acquisition related field. Experience in active sourcing and Boolean search is required. Combined experience in a private industry and a unionized environment working as a Recruiter/Talent Acquisition is considered an asset.
• Attainment of a Certified Human Resources Professional (CHRP) designation is considered an asset.
• Knowledge of Employment Standards Act, Human Rights Code, Waterloo Regional Police job functions, policies and collective agreements as it pertains to staffing, occupation structures, organizational development principles and opportunities.
• Strong collaboration and relationship management skills; ability to work effectively with all levels of the Service and external parties. Demonstrated understanding of the importance of client centered customer service.
• Ability to develop a strong understanding of WRPS polices procedures, mission, vision and values and how they impact on the day-to-day work or delivery of service.
• Strong organizational, planning, follow-up and time management skills. Ability to effectively adapt to changing conditions and shifting priorities, ensuring deadlines are met.
• Excellent communication skills, verbal, written and listening, as demonstrated by an ability to receive requests for analytical information and deliver the appropriate results, sourcing and reviewing resume, prescreen applicants, and to address client concerns effectively and efficiently.
• Demonstrated ability to communicate in a professional manner with a variety of clients, both internal and external. Demonstrated ability to foster networks, both internally and externally to assist in accompanying tasks and/or goals.
• Well-developed problem definition, analysis and research skills. Demonstrated initiative to search out solutions to problems and present recommendations to the appropriate parties. High degree of attention to detail.
• Public relations and interpersonal skills required to administer selection processes. High degree of listening, assessment and analytical skills for prescreening candidates.
• Sensitivity, tact and diplomacy are required when offering feedback to unsuccessful applicants in an empathetic, respectful, consistent, and fair manner.
• Advanced proficiency in Microsoft Office applications, such as Excel, Word, Access and Power Point.
You Are:
• Requires to read resumes and applications, and assessing content during the recruitment and selection process.
• Requires to keeping up-to-date on current and proposed Human Resources policies and procedures, as well as employment legislation.
• Responsible for the recruitment and selection process. Administers the interview process.
• Required to attend recruitment events and present information related to recruitment when required.
• Able to work independently and participate in a team environment, and to support project values compatible with the organization.
• Able to meet police security clearance requirements and to maintain confidentiality.
• Required to have a valid Class “G” Driver’s License with no more than six (6) demerit points required to travel within and outside the Region.
