Full Job DescriptionInternal Auditor 

Summary

POSITION PURPOSE
Responsible for leading and supporting various types of internal operations audits with a focus on operational effectiveness and efficiency, and compliance with applicable laws, regulations, and internal policies/procedures.

You Will:

MAJOR DUTIES & RESPONSIBILITIES

•    Plans audit projects, including determining objectives, and prepares an audit plan, including recommending audit objectives, scope of audits, and audit programs.
•    Evaluates risk within assigned audit areas and recommends revisions and/or expansion of audit.
•    Assists with the development of the 3-year Audit Schedule.
•    Plans, administers, and conducts audit fieldwork for assigned projects, ensuring the audit objectives are accomplished according to the established audit work plan.
•    Develops audit work plans that include preliminary surveys, risk assessments, approach, and methodology for gathering and testing work product, as well as deriving statistically valid samples from populations to adequately represent findings and recommendations of policies, procedures, and operations.
•    Assigns audit guide sections or program steps to be performed by the assigned staff member(s).
•    Plans, conducts, and reports results of audits according to recognized Generally Accepted Auditing Principles.
•    Identifies areas with deficiencies in internal controls, policy/procedure gaps, instances of conflicting procedures, as well as best practices.
•    Develops appropriate control evaluation criteria through the application of knowledge of business systems.
•    Ensures each audit considers the Service’s strategic and performance goals, objectives, and core values.

•    Works with members to collect, analyze, and interpret data to measure performance while safeguarding confidential data and information obtained during the audit process.
•    Meets with various levels of management and executes audit procedures to ensure that audit objectives and conclusions are adequately addressed and supported.
•    Researches and recommends variable expenditures related to audits and contributes items for the Strategic Services branch budget for approval by others.
•    Conducts fieldwork and testing in accordance with the control evaluation criteria, ensuring quality and consistency with objectives and criteria established including sufficiency and appropriateness of evidence.
•    Prepares working papers that are effectively organized and adequately support the audit observations and conclusions.
•    Drafts an action plan and audit report on approach, observations, conclusions and recommendations for improvements.
•    Provides oral/written presentations to all levels of management on observations, conclusions and recommendations in a manner that appropriately addresses the information needs of the intended recipients.
•    Provides consulting services to management on issues related to risk assessment and control systems as required, including review of system developments, business processes and operations, and new or amended procedures. Acts as a liaison in advance of anticipated audits to facilitate the process and provide necessary resources and guidance.
•    Makes recommendations on ways to improve the audit work process.
•    Maintains membership in the International Law Enforcement Association (ILEA) and the Association of Local Government Auditors (ALGA).
•    Performs other related duties as assigned.

 

You Have:

SKILL

•    A recognized University degree in a business-related discipline and/or a professional accounting/operational auditing designation such as CPA, CA, CMA, CGA, CIA, or CLEA.
•    Minimum three (3) years’ professional auditing experience with a high degree of independence and knowledge, preferably in a public sector agency, conducting complex management, performance, efficiency and effectiveness, and compliance audits.
•    An equivalent combination of education and experience will also be considered.
•    Experience with IT auditing is an asset.
•    In depth knowledge of auditing principles, practice and standards.
•    Experience with data analytics, auditing software and Microsoft Office. Advanced skill working in Microsoft Excel.
•    Demonstrated ability to exercise good judgement and maintain confidentiality.
•    Excellent analytical, interpersonal, presentation and written and verbal communication skills are required.
•    Ability to travel to various locations within the Region and occasionally attend training outside of the Region.
•    Ability to meet police security clearance requirements and to maintain confidentiality.
•    Ability to participate as an effective team member and to support and project values compatible with the organization.
•    Ability to meet testing requirements for the position.

•    Fostering collaboration and teamwork with management and audit staff that supports the mandate of independent, objective assurance performed in accordance with the accepted professional standards and Service policies and procedures.

•    Providing or assisting in providing training, coaching, and guidance to other members who assist in conducting audits and on other audit-related issues. Persuades others to consider novel approaches and adopt new policies and procedures based on audit findings.
•    Developing and maintaining working relationships with members of other police services’ audit units.
Works closely with the Ministry of Community Safety & Correctional Services during external audits.
