Summary

The Manager, Training & Education is responsible for developing and executing a comprehensive Service-wide learning and development (L&D) strategy aligned with organizational priorities. This leadership role oversees and contributes to the design, delivery and evaluation of inclusive and accessible programs that support ongoing foundational training, certifications, workforce development, cultural transformation, and overall operational excellence. 

You Will:

  • Provides strategic direction and oversight for all WRPS training and education initiatives
  • Designs, implements and continuously improves learning programs and development plans for all members
  • Leads the development of training aligned with WRPS priorities
  • Supports interdepartmental learning and development initiatives to enhance service wide professional excellence.
  • Oversees the operational delivery of foundational and advanced training for sworn members, and targeted pathways for civilian staff.
  • Ensures all training programs meet internal standards, legislative compliance and accreditation requirements.
  • Works with staff to develop, manage budget and oversee the procurement of Training materials
  • Provides leadership in development of performance measures and indicators the effectiveness of training
  • Reports to the Police Services Board regarding WRPS statistics and data.
  • Coordinates system design to support new initiatives, and the design of the training curriculum
  • Develops training evaluation criteria to measure post-training objective and learner outcomes;
  • Maintains up to date knowledge of trends and developments of police service training and education, best practices and procedures.
  • Oversees learning-related platforms and systems (i.e. LMS in SAP SuccessFactors, etc.)
  • Performs other related duties as assigned.

You Have:

  • Deep knowledge of adult learning principles, Learning & Development, instructional design, and digital learning platforms.
  • Minimum of 5 years of experience in managing education, or enterprise training program, ideally in a public sector, unionized, or complex organizational environment.
  • 3 years managing people, resources and budgets.
  • Experience supervising the work of others, in the hiring, performance development and training of staff members is required.
  • University degree in Adult Education, Organizational Development or a related field. Master’s degree is preferred.
  • Project management and/or change management certification is an asset.
  • Professional certifications in adult learning, Learning & Development, instructional design, are an asset.
  • Proficiency in SAP Success Factors and the Learning Management System (LMS) is an asset.
  • Experience working or collaborating with a police organization is an asset.
  • Proven expertise in ongoing evolution of learning and development measurement strategy
  • Strong understanding of issues related to equity, trauma informed practice, psychological safety and workplace culture.
  • Provides oversight for operational learning and development infrastructure
  • Proven abilities in adult education/training methodologies, principles and practices, and emerging trends, methodologies and principles in the field.
  • Human relations, leadership and communication skills to supervise, train, develop, motivate and support staff
  • Comprehensive knowledge of educational courses and employee support programs and services available from outside agencies, including OPC, CPC, OACP

  • Able to make prompt decisions on complex issues.
  • Able to manage multi-faceted, competing priorities, ensuring deadlines and budgetary requirements are met.
  • Able to work in compliance with the CSPA, Workplace Violence and Harassment Legislation, WRPS policies and procedures, Ontario Human Rights Code, Accessibility for Ontarians with Disabilities Act, Anti-Racism Act, Occupational Health and Safety Act, Special Investigations Unit Act, and all other applicable legislation.
  • Able to design programs to support ongoing leadership and professional development for all WRPS members.
  • Able to possess a valid Class “G” Ontario Driver’s License with no more than six (6) demerit points required to travel within and outside the region to attend meetings, training and seminars.
  • Able to meet police security clearance and background process requirements and to maintain confidentiality.
  • Able to support and demonstrate Waterloo Regional Police Service’s mission, vision and values.
