Payroll Specialist 

 

Summary

Processes payroll for all employees, and performs related administrative duties associated with payroll and time and attendance systems, in compliance with collective agreements and human resources policies.

You Will:

• Maintain records of member attendance, leaves of absences, and calculate pay, benefits, and accrual entitlements using time and attendance management software (WFS) and HR/ Payroll Software (HXM)
• Audit weekly electronic time cards for accuracy.
• Ensure timely submission of payroll information in compliance with WRPS policies and procedures.
• Process bi-weekly payroll and email related documents to the Region of Waterloo Compensation and Benefits branch.
• Receive and submit banking information for members.
• Provide payroll-related information and support to members.
• Maintain payroll information and access to electronic paystubs.
• Mail printed paystubs to members without electronic access.
• Offer support to Finance, HR, and other departments on pay-related matters.
• Assist with HXM and WFS setup changes and system upgrades.
• Implement payroll and time management system changes.
• Research payroll system questions and procedural changes.
• Collaborate with HR to reflect contractual changes in HXM and WFS systems.
• Monitor posted Orders for employee status changes.
• Set up, maintain, and audit employee HXM/WFS data.
• Monitor salary changes, allowances, and premiums.
• Collaborate with HR to track employee seniority and vacation entitlement.
• Produce specialized payroll reports and functions.
• Provide information on WSIB claims, absenteeism, and sick time balances.
• Review and adjust pay and time off for absent members.
• Compile statistical reports on pay and attendance.
• Calculate and distribute contractual financial payouts.
• Document and update standardized payroll processes.
• Maintain payroll-related documentation.
• Provide occasional coverage for Finance department duties.
• Perform other assigned duties.

You Have:

• Two-year college diploma in a business-related field (accounting) and Payroll Compliance Practitioner certification.
• Three (3) years’ related experience in payroll administration; an equivalent combination of education and experience may be considered.
• Experience using Microsoft Office programs including Word, Excel, PowerPoint, and Outlook.
• Knowledge of applicable legislation including the Employment Standards Act, OMERS regulations, the Income Tax Act, Family Responsibility and Support Arrears Act, Municipal Freedom of Information & Protection of Privacy Act, and any Provincial and Federal regulations pertaining to payroll 

You Are:

 

• Able to obtain knowledge of Region of Waterloo and WRPS practices, policies and procedures and collective agreements.
• Highly accurate with great attention to detail, and understanding payroll processes as it relates to compliance and collective bargaining.
• A skilled communicator with excellent interpersonal skills to interact with internal members at all ranks, to provide guidance on payroll related inquiries.
• Highly skilled in writing and proofreading to ensure correspondence and documentation is accurate, professionally written, and timely
